Woolworths bites the bullet over trolley problem
The Urban Local Government Association of Queensland last week moved to ensure other shopping centres follow Woolies' lead after reports that up to 500 trolleys recently were collected in a six-month roundup across Logan City.
The association, representing 70 per cent of local government voters, approved a plan which could allow councils to force supermarkets to install coin operated trolley docks.
Ipswich councillor Paul Tully says ALDI supermarkets already had a $2 refundable trolley scheme.
"You rarely see an ALDI shopping trolley in a park or local creek," he said.
The association also wants brakes installed on trolleys to stop them rolling off and hitting vehicles.
"The days of getting back to your car in a shopping centre car park and finding a dent in the side of the vehicle will hopefully soon be over," Cr Tully said.
A Woolworths spokeswoman said the company was aware certain suburbs had particular issues with stolen trolleys.
"That is why we have taken the step to introduce coin-operated trolleys," she said.
"Seven Woolworths stores in the Brisbane area have already been fitted with coin locks and a further three will roll out in the next few weeks."
ALDI says the system works.
"We have found the coin-in-slot system to be a key preventative measure in the dumping of trolleys," the spokeswoman said.
Goodna rainfall reading is a welcome relief
With a lot more rain predicted this week, this could prove to be some of the best pre-winter rain in decades.

Media Release: Queensland Councils move to control abandoned and runaway shopping trolleys
The association which represents 70 percent of Queensland voted to seek greater controls over abandoned trolleys.
Ipswich delegate Cr Paul Tully told the conference ALDI was the only supermarket chain in Queensland which imposed a refundable $2 fee to use its trolleys.
"You rarely see an ALDI shopping trolley in a park or local creek."
Cr Tully singled out Coles and Woolworths saying their corporate responsibility for reducing the visual pollution of abandoned shopping trolleys around Australia was "next to zero".
Cr Tully said Ipswich Council was looking at proposals to control runaway trolleys in shopping centre carparks.
He said too many cars were being damaged every days by uncontrolled shopping trolleys.
"We are looking at requiring a small push bar on each trolley which would automatically activate a brake, similar to the trolleys at airports.
"The days of getting back to your car in a shopping centre and finding a huge dent in the side of the vehicle will hopefully soon be over," Cr Tully said.
Media Release: Local Government calls for ban on anti-competitive town planning appeals
Ipswich delegate Cr Paul Tully told the conference in Bundaberg that too many major property owners were holding up planning approvals with baseless appeals to the Planning and Environment Court.
Cr Tully said there had been numerous cases where anti-competitive court appeals had been lodged, delaying approvals for years.
"We had one situation in Ipswich where a commercial objector held up a nearby potential competitor for almost two years, eventually forcing the developer to abandon the project.
"This is not the intent of the Integrated Planning Act and we are determined to stamp out vexatious appeals which have no legal merit."
Cr Tully said the power of the Planning and Environment Court to award costs against frivolous appellants was not a deterrent to cashed-up developers.

Submission period now open for Swanbank New Chum Enterprise Park Master Plan
Ipswich planning scheme amendments for one of the most significant and strategic parcels of industrial land in South-East Queensland have gone on public display.
Ipswich City Council Planning and Development Committee Chairperson Paul Tully said the State Government had completed the first state interest review of the operational amendments to the Swanbank New Chum Enterprise Park Master Plan and the amendments were on public display until June 26.
Cr Tully said the amendments would provide an ongoing master plan for the area to create a regionally significant business enterprise and industry area.
He said the proposal for the Swanbank and New Chum Enterprise Park would provide a major jobs focus for the western corridor.
"This master plan is one of the main keys to the city's future," Cr Tully said.
"The site features approximately 1000 hectares zoned for industrial development and has the potential to provide up to 14,000 jobs.
Cr Tully said the amendments under consideration would further refine the layout of the Swanbank New Chum Enterprise Park and greatly assist in its future development.
He said the majority of the enterprise park, owned since May 2006 by Investa Pty Ltd, was located east of the Cunningham Highway to the north east of the Ripley Valley and would act as a centre for major employment in the Ipswich region.
Cr Tully said once the submission period closed on June 26, the proposed amendments would be formally considered by council.
“The planning scheme, including any modifications proposed as a result of the public display process, is then submitted to the State Government for final approval.
“Council will then adopt the planning scheme amendments, allowing them to take effect.”
Cr Tully said the South-East Queensland Regional Plan described Swanbank New Chum as a major development area.
"This designation requires council to prepare a comprehensive planning framework before development commences in these areas.”
Cr Tully said the land use concept master plan in the current Ipswich Planning Scheme would be amended in a number of ways through the proposed changes.
"This proposal includes the amendment of the zoning of land within Swanbank New Chum to allow further development in the enterprise park.
"In addition to land being zoned for regional business and industry, it is proposed to create two new zones.
"The business park zone adjacent to the Ripley Valley will provide a broad range of employment opportunities for the future residents of Ripley Valley providing a mix of compatible business, service trade, research, technology and industry based businesses.
"To support the open space and recreation requirements of employees in the enterprise park and the residents of the Ripley Valley it is also proposed to create a recreation zone between the enterprise park and the Ripley Town Centre.
"A revised strategic road network is also proposed through the Swanbank New Chum Enterprise Park area.
"This network will provide a regional north-south road connection for business and industry traffic between the Centenary and Cunningham Highways.”

Ipswich council to shut Redbank worksite where truck hit powerlines
Video of the moment the truck driver was
freed at Redbank today.
The Courier-Mail reports:
by Anna Caldwell
October 23, 2008 11:49am
The Ipswich Council is moving to shut down an illegal worksite in Redbank where a truck driver hit powerlines today, narrowly avoiding electrocution.
The Ipswich City Council is holding an emergency meeting to consider applying for an injunction against the worksite.
Councillor Paul Tully told The Courier-Mail the worksite didn't have the appropriate town planning approval.
"It needs council approval to fill a site like that and we have never given it to them,'' Cr Tully said.
"Someone could have been killed today. There could be serious workplace health and safety issues at stake.''
The truck driver narrowly escaped electrocution when his truck snagged live powerlines at the Redbank Woollen Mills site at River Rd, Redbank about 9.30am.
It cut power to more than 2000 homes.A police media spokesman said the driver "went too high with his truck and clipped the lines''.
An Energex spokeswoman said the truck became stuck underneath the lines, while Energex cut power to the 11,000 volt lines.
Emergency crews were on site and when the power was cut the truck driver was removed safely from his vehicle.
Power has already been restored to surrounding homes and businesses.

Live power lines fall on truck at Redbank
Tony Moore October 23, 2008 - 9:57AM
The driver of a tip truck has narrowly escaped electrocution after 33,000-volt power lines fell across his truck at an abandoned mill south of Ipswich this morning.
Driver trapped in his truck after
snagging a high voltage electrical
wire at Redbank this morning.
The driver has been removed safely from the truck by emergency service crews after an excavator, working at the Redbank Woollen Mills site in River Road at Redbank, is believed to have brought down the power lines about 9am.
The tip truck had just dumped a load of soil on the site and was moving forward when the tipper of the truck got caught in the power lines, according to Emergency Management Queensland.
"The driver did the right thing and stayed in the cab," an EMQ spokesman said.
"The power line was not broken, it was just caught by the tipper."
About 2000 homes and businesses in the area have been left without power, however provider Energex expected services to be restored within the hour.
Three emergency vehicles are at the scene, with ambulance crews in attendance.
"They have just pulled him out of the truck," Cr Tully said.
"There was a big cheer from the driver's fellow workers when he emerged unscathed from the cabin of his truck."
The driver walks free after his
45 minute scare trapped in
the cabin of his truck.
Council is investigating claims the site is being used for illegal dumping, Cr Tully said.

Feral pig warning for Augustine Heights and Greater Springfield development
Feral pigs have been reported adjacent to Woogaroo Creek at Augustine Heights, near the Greater Springfield development.File photo of
a feral pig.
Local Councillor Paul Tully has issued a warning about the wild animals living along Woogaroo Creek saying they pose a serious danger to children walking along the creek.
Cr Tully said there were hundreds of new families in Augustine Heights with inquisitive children trekking through the local bushland unaware of the dangers posed by fully-grown sows and boars hiding in the undergrowth.
"As well as carrying diseases such as tuberculosis, these animals are capable of inflicting serious injury or causing death."
Cr Tully has inspected recent evidence of the pigs trampling undergrowth adjacent to Woogaroo Creek as they move along the watercourse in the vicinity of Brittains Road and Santa Monica Drive.Local residents have reported that the pigs lie in the thick bush during the day coming out at night to feed.
Cr Tully said the pigs were camouflaged in the dense undergrowth and could attack adults and children walking by and disturbing their habitat.
of feral pigs along Woogaroo Creek,
near Santa Monica Drive at
Augustine Heights.
"Feral pigs will reproduce quickly under the right conditions.
"Over the years, is hasn't been a problem but with a 16-week breeding cycle they can easily get out of control."
Locals say the feral pigs constantly move along the gully lines between Ripley and Springfield.
"They haven't posed a danger in the past in the Bellbird Park and Redbank Plains area but are now moving increasingly closer to homes in the new residential estates around Augustine Heights."
Cr Tully said the pigs' habitat had probably been disturbed with the construction of the nearby Centenary Highway forcing them closer to suburban areas such as Augustine Heights, Bellbird Park and Redbank Plains.
Cr Tully has made arrangements for council officers to set traps for the feral pigs to ensure they are kept away from local residential areas.
Residents who sight any feral pigs should contact Cr Tully's office on 3818 6900.

Dolphin watch in the upper Brisbane River -
Goodna to College's Crossing
CLICK TO WATCH
Video of dolphins in the Brisbane River in
2006 near the William Jolly Bridge.
(Courtesy of YouTube)
A pair of dolphins nicknamed Anna and Bligh has been reported in the past few days in the upper reaches of the Brisbane River between Goodna and Barellan Point, near Karalee.
In an amazing display, the dolphins glided gracefully upstream past the junction of the Brisbane and Bremer Rivers - near the Moggill Ferry - heading towards the fresh water just below College's Crossing.
Anna and Bligh are named after a prominent Queenslander who is committed to the environment and who regularly swims upstream without turning back, sometimes through slightly troubled political waters like the Indooroopilly reach of the Brisbane River.
The amazing thing about the appearance of this pair of healthy mammals is that they were 75km upstream from the mouth of the Brisbane River - a whopping distance from the open sea and possibly the longest upstream journey ever made by dolphins in Australia.
In 2007, a pair of dolphins was sighted between Jindalee and Goodna but this week's sighting in the furthest upstream run made by dolphins which locals can recall.
THE BRISBANE RIVER DOLPHIN WATCH HAS BEGUN.
Brisbane and Ipswich residents are being asked to keep an eye out for Anna and Bligh.
If you see any dolphins in the Brisbane River, especially upstream from the Jindalee or Goodna reaches of the river, call Cr Paul Tully on 3818 6900 or email as soon as possible to: paul@tully.org.au
Your still or video pictures would be most appreciated as these marvellous mammals venture upstream such an extraordinary distance. All pictures and videos will be uploaded to this site as a pictorial record of this important dolphin adventure.
They are possibly the same pair of dolphins making their way up the Brisbane River on their annual marathon swim from Brisbane to Ipswich.
